Combine cabbage, dill, butter, and vegetable stock powder in a pot; cover with water. Simmer over low heat, stirring occasionally, until cabbage is tender, about 30 minutes. Remove from heat. Mix 2 tablespoons cooking liquid, sour cream, and salt together in a small bowl. Mix into the cabbage mixture until well combined. Season with salt and pepper.
