Cover white beans by 3 inches with water. Soak overnight. Saute onion, celery, and garlic in oil until tender. In a large stockpot add onions, celery, garlic, chicken, water, bay leaf, green chiles, oregano, cumin, dry mustard, basil, old bay seasoning, cajun seasoning, chipotle peppers, chicken base, and pickled jalapeno and simmer for 1.5 hours. Add drained beans & heavy cream and simmer for another 1-2 hours until beans are tender.
