Preheat oven to 400.In a large bowl, combine flour, baking powder, sugar and salt.Add in butter and mix with hands until mixture is crumbly.Cook and crumble ground sausage in a large skillet until no longer pink. Drain.Add sausage and cheese in the large bowl with flour mixture.Add water slowly and mix (hands work best) until moistened.Roll and shape mixture into small balls (about 1½ - 2 inches).Place balls on an ungreased baking sheet.Bake at 400 degrees for 12 to 15 minutes, or until golden brown.
