In a cast-iron pan or other heavy bottom skillet, heat olive oil over medium heat. Add the chopped onions and season with salt and pepper. Cook the onions until golden, stirring frequently to avoid burning and sticking. If you find that parts of the onions are burning, lower the heat slightly. You want the onions to caramelize and turn into a golden brown. When then onions are ready, turn off the heat and let them cool to room temperature. In a bowl, combine sour cream, cream cheese, and vinegar. Stir in the caramelized onion and chives. Salt and pepper to taste, then refrigerate until ready for serving. This dip works well with chips, crackers, and fresh veggies.
