Preheat the oven to 450°F. Line a baking sheet with parchment paper.In a large bowl, whisk together the flour, sugar, baking powder, garlic powder, salt, cayenne (if using), and cheddar. In a liquid measuring cup, whisk together the buttermilk and melted butter.Pour the buttermilk mixture onto the dry ingredients and use a rubber spatula to lightly mix.
