Brown your stew meat after dredging in flour in a little oil until browned nicely. Dump one cup of the water into skillet and deglaze. Set water aside to use in recipe when it's time. In your slow cooker, add water, and contents of deglazed browning skillet, and 2 cups beef broth, brown sugar, taco seasoning packet, tomato sauce, and tomato paste. Whisk until smooth. Add stew meat, or sirloin, and drained beans. Cook on low for 8 to 9 hours. turn crockpot to high, and stir in fresh salsa. Cook 20 minutes longer on high, just enough to warm it up again. Serve with fritos and/or other toppings of choice(jalapenos, sour cream, shredded cheese, etc.
