On medium high heat, brown bacon until almost crispy. Stir in onions and cook till translucent. Add beef and cook until browned. Pour off grease. Add water and bring to a boil. Reduce temperature to a high simmer. Add carrots. Cook until tender. Add more water, if necessary. .Make all purpose flour with cool water and stir until there are no lumps. Stir into stew increased heat, stirring constantly until it comes to a boil. Immediately remove from heat and continue to stir. Serve over potatoes or noodles.
