In a gallon-size tea pitcher, add the sugar and 3 quarts of water. Set it to the side. In a medium-size saucepan, add the tea bags and up to 1 quart of water. Place the saucepan over medium-high heat. Set the timer for 20 minutes. When the time is up, remove the tea from the heat and let it steep for 10 more minutes. Using a large spoon to hold the tea bags to the bottom of the saucepan, pour the tea into the pitcher, squeezing the excess from the tea bags. Discard the bags. Stir the tea until the sugar is dissolved. Let the tea come to room temperature and store in the refrigerator. Serve hot or with a tall glass of ice.
