In bowl, whisk coffee granules into 1/2 cup boiling water. Whisk in remaining 2 1/4 cups water and sweetened condensed milk until completely blended. Freeze mixture until firm. Remove from freezer and blend lightly (don't let it thaw). Place in bowls or parfait glasses. Garnish each serving with whipped topping and a few chocolate chips. Serve immediately.
